Hmm. I saw the same thing but sort of in reverse, so there might
possibly be  something of a clue somewhere in this experience..

When I logged into a 9.4 machine for the first time, the task
bar/panel/window list display worked properly (and has continued to work
properly since). But when I came back to my 9.3 machine, the display on
that one (the 9.3 machine) took on exactly the same characteristics you
mention seeing on 9.4, and I lost sawfish as well. Logging out and in
again on the 9.3 machine fixed things.
