3x2 workspace grid does not work

If you create a workspace grid 3x2 workspace up/down/left/right don't
behave properly.
I decided to try and do a little of the work on this one myself.
I went to the sawfish bugzilla list and could find bugs related to
a patch to enable a 2x2 grid to work. I submitted bug
http://bugzilla.gnome.org/show_bug.cgi?id=116578
to alert people to an issue with 3x2.
Greg: If you prefer, I'll not do this in future. Perhaps you're fast
enough with reading the sawfish code to have answered this without my
having to open an upstream bug. Please advise.
