This is a bug; see <http://bugzilla.gnome.org/show_bug.cgi?id=91428>.
Unfortunately, the fix appears to involve adding new functionality to
gnome-settings-daemon and possibly worse.  I think beyond the
difficulty threshold for a bug of this nature (not in core Athena
functionality, and there's a workaround).

The two sawfish configurator usability issues seem annoying, but not
severe enough to warrant a local fix.
