I guess you have to "mount /usr/vice" before starting AFS, then.
If that doesn't work, "/etc/athena/named" followed by "mount ni:/afs
/afs" ought to do in a pinch. (That uses the AFS-NFS translator, which
isn't a supported service but is generally fine for just pulling a file
or two out of AFS, as you're doing in this case.)
