Sawfish config broken for all new users

Ok, so on all three platforms under 9.0.11, new users cannot configure
Sawfish, either through sawfish-capplet, sawfish-ui, or through
clicking around in gnomecc. Trying to confirm any settings change
results in the error:
*** Remote sawfish error: (bad-arg #<subr file-exists-p> () 1)
and the setting flipping back to its default setting.
I noticed that ~/.sawfish wasn't being created automatically,
investigated, and discovered that this problem goes away if
~/.sawfish/custom already exists.
