As far as I know, panel doesn't talk to the network except to
communicate with the filesystem.  If you lose contact with AFS,
nothing will save panel from crashing as long as it gets run out of
AFS.  (We do intend to put it on local disk at some point for
performance reasons, but it's not there currently.)
