Panel crash under poor network conditions

So I logged in on psb-cwis2 today for a meeting with Tim and John
there.  My login was horribly slow, and some critical system
initialization files weren't found.  I eventually confirmed that this
was due to chronic saturation of E28's network uplink.

In the process, I logged in as gtest, and was rewarded with a panel
crash and a core file.  The core is at
/mit/aui/crashes/core.panel.psb-cwis2.  I have a mostly
unsubstantiated feeling that panel may have crashed when it couldn't
read some file in /mit/gtest/.gnome.  (Since I had just previously
logged in as beland, most everything else should have been in the
local AFS cache, though I suppose that doesn't preclude a failure.)
