9.0.8: Default panel launchers fail in AFS outage

The panel menus continue to work even if contact with AFS is lost, but
the default panel launchers do not, under Solaris and Irix. This is
because on these systems, the scripts that launch local programs like
gnome-terminal (which now works under these conditions) and Emacs,
live in /usr/athena/share/gnome/athena. On these platforms, this
directory is actually under /afs/dev.mit.edu/system/$arch/srvd-9.0/.
