I'm not sure if this is a bug or not, but it is a behavior
change; under 9.0, sshd is dynamically linked against libz and libgmp in
/usr/athena/lib, and will fail to start if the machine is
RVDCLIENT=false. Do we want sshd to be functional when a machine
doesn't have packs attached?
