Hi. As Ravi pointed out, the window manager takes care of this stuff.
To briefly expand on his answer: the default sawfish configuration
will prevent unwanted windows from showing up in the task list
(including the "panel" window as well as zwgc windows). If you don't
use sawfish, the panel won't behave as nicely.
It would be nice if this weren't so, but I don't think there's much we
can do about it.
