I know what's going on here (zhm isn't running, and mkserv is an
attach and run script), but I'm not sure why we haven't seen the
problem before, and I don't immediately know a good way of fixing it.
(We could make the update script explicitly run mkserv out of the
locker and use the -h flag to attach, but that's ugly.)
