It only violates 822, not 821, and the violation is all on sendmail's
part, not nmh's (there's no RFC which specifies what the input to
sendmail has to look like), and it's a well-known sendmail bug, and
you can configure it to not do that (in either of the two ways you
suggested), but people know and love this particular bug, so I didn't
feel empowered to do so.
