attachtab weirdness

I took 8.3 on sweet-transvestite today, and immediately after
rebooting and logging in, I noticed attach segfaulting when attaching
the infoagents locker. This was the result of a zero length file for
the infoagents locker in /var/athena/attachtab/mountpoints. I've seen
this lossage on other 8.3 machines before, always with the infoagents
locker, oddly enough.
An incidental bug is that immediately after the update
/var/athena/attachtab.old didn't exist, although the update scripts
appear to be trying to preserve the old attachtab.
