allocb.9f is not displayed by man command now.
It should be modified in next release.

Evaluation:
The problem was that a pic preprocessor command was placed in
the beginning of the nroff file. The build process already
knows to use pic on this file. Trying to run pic twice was
causing the problems. (pic may not exist on the customer's machine)

NOTE: s998_06 is a build of release 2.7.
