IRIX 6.2 problem with libnsl

You should be able to log into an Athena machine as root on the
console without system packs. Right now this fails under IRIX 6.2
because /usr/lib/libnsl.so isn't local and login depends on it (for
bad reasons, but it still does). We need to pull the package
containing libnsl.so local. (We seem to have done that under 6.3.)
