I can't reproduce this problem on antharia. I installed it this
morning, set PUBLIC false, changed the root password (with
/usr/bin/passwd), and copied /etc/passwd to /etc/passwd.local. When I
came back later in the day and logged in again, the password hadn't
reverted.
