Did the 7.7 DECMips group fix get backed out?

With the un-patched release 7.7, was a remedy for the following problem:
people in more than 16 groups trying to attach NFS filesystems from
RS/6000 onto a DECStation would get "Authentication failed".
The xlogin program was modified for the DECSTAtion to impose the 16
group limit that was in place for suns and RS/6000's, and the problem
went away.
Today, I am trying to use the TULIP images stored on my RS/6000. I like
most librarians and many users of this service am once again getting the
Authentication failed message.
WHO BACKED OUT THE TOO MANY GROUPS FIX?
