If the machine does not have packs attached when the xdm first starts,
one has to wait until the reactivation timeout before it attempts to
attach the packs.  Attempting to login prior to that will yield a
console window saying that the machine did not activate properly.

Can it be changed to do one of the following two things (not necessarily
for this release, since it seems like this might be too difficult to do
at the last minute):

1) Try reactivating the workstation upon a login attempt, if the packs
   do not appear to be there.

2) Detect that there are no packs attached prior to someone attempting
   to login, and have a warning window mapped saying that the machine
   is not properly activated.  (ctrl-p should still allow you to get in
   console mode, though).
