Jfc and I just discovered that the reason my megapel is having trouble
is that the first time the server is started by xlogin, the
workstation is deactivated, so /usr/lib/mpel is not available, and the
server needs it to initialize the megapel.

There are two solutions to this problem, as far as I can tell: (1)
always make sure the workstation is activated when starting the X
server; (2) make /usr/lib/mpel local.

The former solution will solve this particular problem, but will
introduce another one.  As has been reported in another bug report,
the server is also trying to load /usr/lib/X11/rgb on start-up, and
it, too, isn't local.  If we do (1) above, then the server will open
that file *and keep it open*, which means that if the packs are RVD or
NFS packs, they will not be detachable as long as the server is
running.

I suspect we're going to have to make /usr/lib/X11/rgb.* and
/usr/lib/mpel (or at least part of it)
