More updates for RHEL9 deployment:
- db/tnsnames.ora : add grade20-test for ttsp
- regtape/Makefile.in : remove vote, stellar, grouper, grade20-extract, and reg-token from build
- regtape/canvas.pl : moved to ops/moira-scripts
- regtape/grade20-extract.pl : moved to ops/moira-scripts
- regtape/personel.input : removed. we shouldn't have PII in this repo
- regtape/reg-token-v2.py : this is actually reg-token.py production, but moving to ops/moira-scripts
- regtape/reg-token.py : this is actually generic_moira_mail_sender.py now,
which is in ops/moira-scripts already
- regtape/registrar.input : removed. we shouldn't have PII in this repo
- regtape/stellar.pl : moved to ops/moira-scripts
