I've fixed the ACLs in moiradev and hacked the cvs configuration to
make it fix the ACL on any new copies you check out.
I also changed the ACLs everywhere else in moiradev so that `mrsrc'
has admin bits and `gmoira' just has read bits. Someone (Dave or
Jonathon?) had said he was pretty sure mrsrc had all the right people
on it already. So now gmoira is mostly just the acl for the backups.
