Since I am the one who was primarily responsible for those directories
before I left MIT, I can comment...
The incremental subdirectory used to be open at one point, since it
never contained AFS specific code. Maybe someone was confused about it.
Anyway, "afssync" should always be RESTRICTED, as that contains lots of
AFS internal code, because the normal AFS interfaces would have made the
synchronization take about 4 weeks instead of the 10 minutes that it now
takes (the special users and groups not in the Moira database take about
20 minutes on top of that...)
I noticed that the ACLs in moiradev/src/afssync and
moiradev/repository/moira/afssync are wide open... that should be fixed,
as should any other checked out copies...
