   Alas, alack, it was not to be. So presumably it's a function of the
   server? If the moira server uses the local time, it's got a design
   flaw. Someone should correct it in (hahaha) the next revision :-)

Moira stores the times internally in the database in Ingres date/time
format, so that SQL queries using date/time expressions can work.
Internally, Ingres stores the date/time using GMT, and converts to local
time when you ask it for date/times.  Somewhere along the way, timezone
information isn't getting propagated correctly, or Ingres may not be
setup to deal with DST for one reason or another.

In any case, I consider this to be a minor enough nit-pick that it's not
worth wasting time to try to track down at this point.  There are much
more important things for us to be worry about.
