No. Or rather, yes it makes sense, but it sounds incorrect, if those
were in order of decreasing priority. If I use list A (e.g.,
suggestion-box-mtg-acl) for the acl for a meeting I have created, and I
use list B (e.g., consultants) as a member of it, then later someone
decides to make list B an acl for another meeting, suddenly I have
meeting chairmen I didn't want.
I would suggest some sort of masking mechanism be added to your
suggestion (e.g., "members of this list should be on the ACL, but only
with these permissions at most (unless they are granted more by
membership in the ACL elsewhere), and with this set of permissions by
default") but it is rapidly becoming quite complex.
