Make lists taggable with default tags.  So a list could be tagged
(discuss-acl,aorsw) and that would be the default.  If there is no
default, then entries in that list without their own tags shouldn't
end up in the automatically generated acl.  If a list A has a member B
which is a list, then members of B should be tagged:

	1) with their own tags, if tagged individually
	2) with the list's default tags, if the list has tags
	3) with the list's tags as a member of A, if the list is
		tagged there
	4) repeat 2 and 3 as long as A is a member of another list

Did that make sense?
