I'd like to move forward with not creating lists for new users,
regardless. The reason why we didn't do this September was because the
documentation needed to be fixed first. What do we need to do in order
get moving on this?
I think we're losing something here. If this goes away for every user, then
I think every user should be allowed to create at least one list without
having to ask for it.
