Unfortunately, this won't work if an MIT Staff person tries to register
for a username and password at an Athena Workstation. I tested it by
making a new test user in Moira Not Registerable (4) and then running the
login window "register for an account" option.
It allowed me to select the username "coc", which we currently use as a
list. So while we can check the ones that come through us, if they enroll
on their own, there's no checks.
I think the big fix for this problem is to convert all the people who are
currently Not Registerable (4) in Moira to Registerable (0) (I don't know
what all the implications of this might be). Apparently if the register
program is creating an entire account for you, it does check for list
conflicts.
