Moira will now be storing ID numbers in cleartext instead of
encrypted. This doesn't mean that you no longer need to protect
people's privacy, but that we now trust Moira not to screw it up.
For the time being, the registration server can find people with
either encrypted IDs or cleartext IDs. The moira clients in the moira
locker will no longer encrypt the IDs that you type in. I will
shortly load the latest tapes from the registrar and personel offices
and have cleartext IDs for all of those people. This should lead to
fewer duplicate entries in the database.
