where is db_update program or script?

I'm starting to try to get the PASSWD service working; I assume that's how
finger user@ATHENA.MIT.EDU works.  The script /u1/sms/bin/passwd.sh
calls a program or script /site/lookup/db_update, which I haven't been able
to find.
