This applies to the version of Moira from athena-dist and may have been
fixed in current sources.
I was having trouble resetting the state of a service which DCM reported
as being in-progress when it wasn't. Trouble turned out to be that in
giving the name of the host affected I typed it in lower case. I found
from the log that the name being used in the query was cats.UCSC.EDU
There was no error message, but the resetting simply didn't take place.
I tried resetting by typing the host name in caps CATS.UCSC.EDU and it
worked. I haven't looked yet for the cause.
