That's not a bad idea. But implementing it in a way that is not
site-specific is very difficult. How can the chpobox program running
on my workstation know that ATHENA.MIT.EDU is the local mailhub and
shouldn't appear as a foreign address? Especially since the same is
true of MIT.EDU. I suppose that we could put "illegal foreign hosts"
in the database somehow, but that sounds less than elegant.
