In the process of fixing the moira text backup software to be able to
successfully back up values greater than 2^31 from INTEGER columns, I
reloaded ttsp from a copy of the current production moira database.
I did remember to add all of the people to dbadmin who are supposed to
be there on the test server, and I added rcmd.popisnt and rcmd.popdidnt
to moira-pismere on ttsp as well.
