handling of ID numbers

It would be nice to be able to input the encrypted string
for an ID number rather than the cleartext version in some
instances. For example, if someone's record in Moira is
duplicated because the original didn't have the right ID
number, it would be nice to just cut the encrypted string
from the correct record and use that to update the current
record. That way, the user's ID number need not be known
by the administrator.
I would propose that the string be flagged by quoting so
that it can be easily distinguished from a cleartext number.
