So, given that quota is now in the hundreds of megabytes, it would be
extremely helpful to accounts folk if one of two things could happen:

1) moira was updated such that the units for quota were now in MB
   instead of KB.

2) moira was updated to accept modifiers after a number and expand them
   appropriately.  For example, one could enter "1G" and have that
   expand to 1,000,000 KB.  Or one could enter "650M" and have that expand
   to 650,000 KB.

I assume 1 is probably easier than 2, but if either one of these
features could happen, that'd be great.

It would avoid people accidentally attempting to assign 15GB of quota
because they typed an extra zero and hadn't had their coffee yet.  Not
that I'm referring to any specific person...
