The code looks ok.
One question and one comment:
Why are you getting the users_id numbers, etc., out of the
database? In general, they shouldn't have any meaning outside of the
database and generally aren't exported to dcm clients.
I don't care much for the name "windcm"; would "winad.gen" be an
acceptable name (to go with winad.incr)?
