Sure, I'll commit a patch for this shortly and put a new binary on
the server.

We do; the staff and student load programs flag any duplicate id's
that they load and they appear in files in the mb locker that accounts
goes through on a regular basis. The only time someone gets 999999999
as an id number in moira is when accounts enters them by hand and they
don't know what their MIT id yet. They almost all get updated to their
real id number pretty soon thereafter.
