This sort of problem has never set the "host needs to be reset" error.
I assume the theory is that if the update_server process magically
reappears (of if the machine was off the net and comes back) there is
no harm in running the DCM. However, if the DCM actually connected to
the machine and started doing somethign before failing, you probably
want human intervention before trying again. I think this is probably
the correct behavior, but you're welcome to try and convince me that
there's a better alternative.
