dcm failure to update mailhub service

The mailhub service (PCA/SSA) failed. Moira only logged
a "Host has not been updated" but did not set the error
bit in either the service or host entries.
I checked the moira log and it said:

Apr 8 01:04:41 <6036> dcm (mailhub:6056): Connection refused can't connect to PACIFIC-CARRIER-ANNEX.MIT.EDU
Apr 8 01:04:41 <6036> dcm (mailhub:6056): exiting
Short story is that the update_server on PCA was nowhere to
be seen. I restarted it by hand.
Shouldn't this have set the error bit somewhere?
