No, there isn't any documentation yet.  I am starting to work on a
moira operations guide.

But allowing some people intermediate levels of access between regular
users and database administrators is not difficult.  What we did was
create a list and put the people on it we wanted to give access, and
made sure that it also includes LIST dbadmin.  Then using QUEL or SQL
directly in Ingres, change the acls on selected queries from dbadmin
to the new list (we call it sms_readonly).

1. Find out the list_id of the new list:
	retrieve (list.list_id) where list.name="sms_readonly"
2. Replace the acl for a query:
	replace capacls (list_id=%d) where capacls.tag="gmac"
   [replace the %d with the number found in step 1.  "gmac" is the
    shortname of the query get_machine]
3. Repeat step 2 for all desired queries.  See the document
   doc/queries.mss for a list of queries.
