The code is clear that you're not supposed to be able to modify the
operational comment, so it's probably a bug that you can set one when
creating it. (I've never been clear on what the distinction between
the two comments is supposed to be anyway.)
I'd say, just set the administrative comment instead, and always leave
the operational comment blank. (Note also that the machine owner can't
change either one.)
