I think this would involve two changes: first, have access_host check
if the destination subnet is different from the source subnet and
check if the user is on the destination subnet if so. Second, remove
the corresponding (broken) check in setup_ahst.

Also, ttsp isn't running at the moment and won't be until Dave or I
gets around to fixing it (later this week maybe?) unless someone else
wants to deal with it. (It could even be reinstalled remotely if there
was someone off in some other state who really wanted to deal with
this :-)
