Can we fix the 'bug' that requires non dbadmin poeple who are moving machines
to do the -old juggle? This would save some hesiod and DCM confusion when
machines were moved by the heldesk, and some extra entries in the machines
table that need cleanup.
If I remember correctly, when the hosts in moira stuff was first deployed,
uhst only checked if the person making the change had bits in the network the
machine was moving from not the network the machine was moving to. Can we fix
the query to check both and re-acl it, or was there another problem?
