there is a userreg binary in both the moira and register lockers.
They are different on at least one platform (I know which we have
sources for). Barring objections, I plan to make the moira locker a
symlink to the full afs path of the register locker (at least for
platforms that have a binary in the register locker. The only
disadvantage to this that I can see is that /usr/athena/bin/userreg
points to the moira locker. OTOH, I don't think people are supposed
to run userreg directly.
