Since I had to read this three times to figure out what the difference is, 
allow me to rephrase:

A.  Jim Bruce wants all the Processes to be involved in each buy 
investigation (i.e., the buy process could be designed by anyone, but 
implementing it must involve all Processes).

B.  Jim Bruce wants all the Processes to be involved in designing the buy 
investigation process (i.e. the design process must include all Processes, 
although the buy process itself may or may not).

C.  Jim Bruce wants all the Processes involved in designing the buy 
investigation process AND in carrying out each buy investigation.

I suppose there is a logical fourth possibility -- NONE of the above, we've 
misunderstood completely what Jim's concern is.
