I think it would be helpful to have an "editor" to consistently resolve 
these issues without having to get a consensus of the ITLT.

My thinking on the two issues:

1. Holding ITLT accountable.  It was my feeling that we were trying to assign
primary or direct responsibility.  In 3-A01 we identified three (now four)
team leaders who were responsible for the work involved.  I feel that the
corresponding directors are accountable for the work of those team leaders.
Thus, I do not feel it adds anything and might dilute the concept of
accountability to add "DB/WFH/RAR" to the ITLT accountability.  We need to be
consistent.  If we are going to add the corresponding ITLT members here, we
should do it in the other initiatives.

2. 3-A02.  Although Resnet is not mentioned, I assumed it under MITnet along
with Tether and other MITnet services.  Should we err on the side of being 
more verbose?  I can easily go either way.
