THEME
an overall goal or concern
STRATEGY
a method -- behavior or structure -- that will help to achieve a goal
INITIATIVE
a specific step towards a goal
PROJECT
a specific planned, time bounded or designed effort
ACTIVITY
an organizational unit's specific function or process
