We use the program I talked about earlier on this list to split
/usr/local into multiple volumes.  This is done by splitting /usr/local
by collections and placing each collection into a separate volume.  Then
symbolic links are made from /usr/local to the collection specific
directory.  

The total disk space used by /usr/local for a single system type in our
environment is probably between 600 and 800 meg.  Considering that we
try to keep volumes under 50meg and rarely go over 100meg it would be
real difficult to even break it down by subdirectory in /usr/local (ie,
/usr/local/bin).  Not only does it allow for flexibility in moving
volumes, but it keeping them small makes it possible to move them in the
first place.  Moving large volumes is real painful.
