I have found that the situation improves slightly if you modify rx/rx_user.c to retry the bind() call a few times (I try again for up to 1 minute at 10 sec. intervals). It seems that when the socket is in TIME_WAIT, you may occassionally fail on the bind() call. This behavior has also been observed on other fast CPUs, such as the DECstation, but much less frequently. The RISC/6000 is the most prone to failure. From what we can tell, this has nothing to do with the AIX version (it failed for us ever since 3.1.1). -Richard
