This is seriously ugly, but you could make a small partition with a
special file "zero" in it, and mount it at /afs/cellname/usr/ftp/dev.
The mount could be done from /etc/rc after starting afsd. From your
machine, at least, it would look like there's a /dev/zero once you're
chroot'ed to /afs/cellname/usr/ftp (assuming that's where it chroots).
