I should note that the shmat problem only exists with the version of TeX
distributed by IBM as an orderable product. The vanilla version that's
available from archives everywhere does not have shmat's in it, but will
not work on AIX 3.1 on '6000's. I have heard a version that will is
available via anonymous ftp from byron.u.washington.edu. After talking
with Curt on the phone, it turns out the problem was on AIX 3.1 on '6000
so this may have been the cause. More news as it develops...

But it is trivial to port the archive version... We did it in about an
hour. All the problems are type-clashes (for example conflicting
definitions of malloc).
